Abstract

Promulgation of University Law N° 30220 in Peru prioritizes development and promotion of research including it as a part of basic quality conditions, without regard real skills of universities, and of Peru in general, in three topics: development of scientific research, technological development and innovation. In 2016, there were only 3374 researchers in Peru from which 2192 (65 %) are professor-researchers that develop these kinds of activities. It represents 2,6 % of the total number of professors in the country. This impacts in a low scientific output of universities because only 32 universities (22,4 %), from 143 universities in Peru, have a different scientific production other than zero. This report seeks to analyze the research and development situation in Peru beside other countries that are members of the Organisation for Economic Co-operation and Development (OCDE) members. Moreover, it proposes strategies to strengthen research and innovation in Peru in a sustainable way.
