Abstract

Trade in services, its evolution and increasingly participation in countries development process, together with the renewed debate on the role of productive development policies, have opened a new area of analysis regarding trade and development that requires further consideration and understanding. This paper reviews the state of the art in the discussion on trade in services and development; and mainly, the impact that the absence of a single definition of services and failure in public policies strategies in this sector can have on the development paths of the countries.
