The goal of this article is to investigate experiences of secondary victimization resulting from the precarious implementation of land restitution programs. To this end, the experience of the community of Nueva Esperanza in the Colombian Caribbean will be analyzed, presenting results from the analysis of semi-structured interviews and spatial and documentary information based on a corpus of judgments, rulings, and gray literature. The findings of this paper show how institutional designs and devices derived from reparation policies have facilitated experiences of revictimization in land claimant groups. In a context of bureaucratic obstacles, impediments, and regulatory gaps, as well as a range of institutional violence, groups opposed to land restitution processes have accommodated themselves to such designs and have taken advantage of existing gaps in the legislation to maintain intact and immovable the system of rural property relations in the region of Agustín Codazzi, the focus of the research.
