Abstract

The objective of this article is to analyze the development discourse in the Guamués Multipurpose Project (PMG, for its acronym in Spanish), which was planned to be carried out in the La Cocha lagoon, in Nariño, Colombia, between 1995 and 2002. The methodology has a qualitative approach and is based on the analysis of the discourse of the PMG documents. It is complemented with a review of the development plans of the national and departmental governments. It was found that the PMG documents enunciate discourses in correspondence with governmental development models at the national and regional levels, such as human, sustainable, and territorial development. In particular, the PMG development discourses focus on economic growth based on water control, under the argument that the implementation of the hydroelectric project would be an alternative to the social and environmental problems of the lagoon.
