Abstract

This work aims to map, throughout the Catalonian (Spain) public health system and based on the normative documents, the modifications that took place from 2009. It is intended to identify the progress and/or setback in the way how the social control is being institutionalized. this endeavor prioritized the following aspects: organizational design of the public health system and the participation channels; the types and forms of the information enabling the citizen's ability to exercise control; the citizen's right of free access to public information; and the mechanisms for the citizen to be heard. Significant advancements driven towards the social control were confirmed but it is still necessary to provide the citizen with better conditions to control and evaluate the public action so that the relationship State/society be modified, to allow a qualified selection among the different aspects related to the issues of health, and to use the citizen collective action as a tool.
