With regard to local development planning, the current regulations assign to the Community and Village Planning Councils the role of formulating the Local Development Plans of the communes of Medellin, instruments that must be endorsed by the Local Administrative Boards, who have the power to approve or to reject the community-based development program. This article seeks to present citizen participation mechanisms as a viable legal tool for the community to influence local planning exercises and exercise social control over the local planning body.
