This article analyzes the main features of the electoral system created by the Political Constitution of Colombia (1991) and the reforms of 2003, 2009, and 2015. Initially, it describes the effects of the electoral regime provided by the Political Constitution and its reforms on the dispersion of parties in the Congress of the Republic during the legislative elections from 1994 to 2022. Then, it analyzes the evolution of the constitutional and legal regulations on the phenomena of the tendency to defect and double militancy since 1991, as well as the effects of both phenomena on the electoral and political party system. And finally, it analyzes the problems faced by the electoral authorities in exercising the functions of control and surveillance of elections and political parties. The article closes with a balance of the most important challenges that a future reform should face.
