Resumen

RUIZ ACOSTA, Liliana Elizabeth  y  GOMEZ MIRANDA, Oscar Mauricio. Mechanisms to prevent corruption: Between normativity and effectiveness. Civilizar [online]. 2023, vol.23, n.44, e20230104.  Epub 26-Nov-2024. ISSN 1657-8953.  https://doi.org/10.22518/jour.ccsh/20230104.

This article examines the work deployed by Colombian ministry offices during 2016 in order to reduce corruption. To do so, we reviewed and compared the corruption risk matrices prepared by the 16 existing ministries for 2016 and 2017 and the audit reports of the Comptroller General of the Republic (CGR) for these entities, also for the 2016 term. NVivo 12 Plus software was used to achieve this objective, where 773 processes were analyzed through 9 categories. In conclusion, corruption risk matrices could be effective at preventing corruption. However, in practice, they are not currently fulfilling this role due to various causes, among which are the differences between the results obtained in the corruption risks matrices prepared by the ministries and the findings reported by the CGR, which, although do not constitute acts of corruption, are inputs to carry out fiscal responsibility processes.

Palabras clave : Political corruption; government control; crime prevention; public contracting.
