Searching for administrative promotion in Colombia involves the analysis of conception and scope that all those having a role and being committed to adoption, ruling or interpretation of corresponding norms have on this human talent management technical system, besides public officers' point of view and citizens' expectations on civil service. This essay shows the most recent perspective of an agent who has had an important role in the construction of a system of merits in Colombia: The Constitutional Court.
