Abstract

This article tries to explain why, despite seven decades of normative force, administrative promotion in Colombia is still fictional in the country's public management. For this explanation, the article first shows a basic concept and then describes the main historical background which has characterized this process in the country; this aspect becomes essential for tackling the main topic where ideas provided by experts who were deeply interviewed were classified with the purpose of establishing which factors have hindered a full force of the administrative promotion in Colombia.
