The economic globalization has determined a redefinition of the role of the State, going from interventionist and provider to regulator and guarantor of the service, determining an adjustment of the legal system applicable by the nations and propitiating the creation of a new order in the global scope, which puts in interdiction the current capacity of the political organizations of the societies to fulfill the goals of the social State, which way of resolution seems to be the quality of the regulatory system.
