Abstract

MORALES, Eduviges  and  NUNEZ, Ingrid. Role of social comptroller's office in the construction of participatory democracy in Venezuela: myth or reality?. Opin. jurid. [online]. 2012, vol.11, n.22, pp.83-96. ISSN 1692-2530.

For thirty years, reflection on State and the way it is related to society and the tendency increasingly sustained and growing to impose mechanisms by means of which society assumes and increases its control over State actions, has been included in theories of social scientists. From a documentary analysis related to Latin America, this article is intended to provide some theoretical considerations about the above named topics, by describing them as the model of social comptroller's office to be instated in Venezuela. Despite the agreement about the importance of social comptroller's office performance, as a process in Latin America it faces some difficulties for reaching a theoretical realization in the most efficient way it can be implemented, concerning its mechanisms, instances, and levels of execution, and the design of norms for governing the actions of those assuming control tasks in society. The article is intended to identify if above named general problems are reproduced or not in Venezuela.

Keywords : Participatory democracy; public participation; social comptroller's office; Venezuela.
