Discourses of session journals show the interest of ''doceañistas'' congressmen through Latin America. American and peninsular representatives had a debate based on the constitutional norms about oversea matters. There is a clear concern expressed by ''Gaditanos'' congressmen: ''to know America to rule America.'' Maybe it was already a little bit late since colonies were splitting; civil wars had started between followers of the Spanish Crown and supporters of the independence movement.
