The role of the public university in terms of research and development focuses on the processes of consolidation and socialization of knowledge. The University does not capture all the benefits resulting from the processes of research and these are transferred to third parts in form of positive spillovers, this is known as the Spillover phenomenon. In this effort it creates benefits that get transferred to the society impacting the quality of life of the communities involved. The Project aims to determine if the spillover effect occurs within a public University integrating elements of the research type 1, documentary sources, to establish the variables and the logical modeling of the University system of R&D and elaborating the profiles of the spillover effect, and using the research type 2, panel of experts, for the construction of the spillover effect matrix for the University R&D. The results indicate that: i) The University presents the three categories of the spillover effect (knowledge, network, market) and presents the combined effect through intellectual property; (ii) The articles and the research papers published in databases such as Scienti could be important mechanisms of transmission of positive externalities. (iii) the products of research that the teachers produced during their postgraduate education are an important channel for the dissemination of knowledge Spillovers
