Abstract

The article exposes preliminary results of a study in two communities located in the north of Maracaibo: Santa Rosa de Agua y Monte Bello. Both socioeconomically differentiated. We will speak on the challenges and possibilities for government authorities to the design and implementation of public policies for the development of a participatory civic coexistence. It was investigated under the empirical-inductive method in its descriptive phase. A sampling probabilistic method was applied. Among the results it's found that there is a high level of shared willingness by the people of both communities to work for the collective good. However, there is a noticeable difference in the ways in which the neighbors wish to participate. These various forms are an element that strengthens civic life and also is an element which could facilitate the design of strategies to promote it. As key actors to work on strengthening are mentioned: the communal councils and the police. As strategies, indicate sports, cultural activities and assist people in times of need. Finally, subscribe to such strategies must be implemented in public spaces, educational and religious institutions present in both sectors.
