The research article describes the creation of the Permanent Center reading comprehension, creative classroom and to study the development of communication skills workshop, strengthening reading skills, scriptural and oral; as well as examine the momentum of interpretative processes, argumentative and proposal for freshmen at the University of Costa, located in the city of Barranquilla (Colombia). Study analyzes the problem of how to improve reading skills, scriptural and oral, and contribute to the analysis for the improvement of learning communication skills in students of higher education. Joint design methodology where qualitative and quantitative potential as a natural complement prey, minimizing their individual weaknesses and incorporating participatory processes for educational actors reflect and assume their own challenges scriptural literacy was used. The results show that only 32% of the surveyed students like to read, 64% read more on the web, 97% have read a whole book in his life. 68% like to write; 44%, produces spelling scare them; and 66% dislike public speaking, fear and personal insecurity.
