This paper reports on the pilot experience of a program of institutional strengthening that was implemented in some institutions dependent on the former National Council for Childhoold, Adolescence and the Family in Argentina. From the rights' perspective, the paper seeks, on one hand, to emphasize the recording instruments, and, on the other, to argue the validity of concrete practices present in the necessary tendency to transformation. The strengths and weaknesses of the program's implementation are presented. From the point of view of innovation, the recording instruments and the possibility of monitoring are considered. This leads to a reflection on the tensión between the experts' discourse and the forms of care present in the institutions. A recording instrument is proposed that takes into account some dimensions considered to be necessary: integrality, team work, institutional planning, relationship with the community, specific strategies of intervention, and promotion of the self determination of resident boys, girls and adolescents. Finally, some comments are offered on the information systems and their relationship to monitoring activities, as well as on some posible lines of intervention: local networks, horizontality of relationships, opportunities for reflection on conflicts and on proceses, revisión of problem-solving strategies, and the program's potential as a facilitating resource for the institution.
