Abstract

This paper aims at examining the policies applied with reference to Peruvian youths after the last democratic transition that took place after the fall of Fujimori's regime at the end of 2000. The main goal is the analysis of the initiatives undertaken during Alejandro Toledo and President Alan Garcia's administrations. It analyzes the process implemented in the creation and further deactivation of the Youth National Council, and evaluates its "participative inclusion" mechanism for youths, that were implemented by President Toledo. It also highlights the present effort of the Youth National Secretariat, as an initiative of the Ministry of National Education that resulted from the reform process of the State that has been implemented by President García. This paper also highlights the impact that market liberalization policies have been generating in Peruvian youths after the implementation of the democratic transition. The main thesis is that the policies applied with reference to Peruvian youths during Fujimori, Toledo and Garcia's administrations have not substantially changed.
