This article presents the main results of a piece of research aimed to develop and validate a public policy proposal for the financing of higher education in Colombia. The proposal conceives higher education as a mixed good and therefore its funding must be mixed. We designed a type of credit to which all students from public universities in Colombia can have access. It only covers the financing of tuition fees and whose repayment is contingent to future earnings (the graduated person has the obligation to repay the debt only in the periods when his/her income exceeds a defined threshold).
