In this article we maintain that in certain social programs targeting young people from popular sectors it is considered that state assistance produces a kind of dependence that protects its beneficiaries from the surrounding risks. Thus, even if the requirements to apply for assistance are not met, the beneficiaries are not excluded from the programs. Focusing on the age dimension of the young and on the critical stand of the agents toward the State enables the discussion of the traditional claim that dependence only unfolds pejoratively. With this debate, we intend to contribute to the understanding of the recent transformations in social policies in Latin America. We analyzed data that derived from participating observations and interviews to agents and beneficiaries from programs for the prevention of juvenile crimes and social inclusion, implemented in Gran Buenos Aires, between 2008 and 2012.
