This paper analyzes some of the main tensions that emerge when trying to modify a State' s child protection systems to include a rights-based approach. The way in which child protection is being redefined is examined through the results of research carried out in two Argentinian provinces, Mendoza and San Juan. Based on a perspective that shifts its focus from laws and regulations to current practices and specific cases, the study aims to analyze the interpretative schemes through which various actors develop protective measures, and how, along with inter-institutional conflict, the meanings of child protection are created, reapproriated and/or redefined.
