Abstract

This article presents the results of a study implemented in the city of Montevideo on how government policies define the subject that receives assistance, the target population for social policies for street children is constructed. After studying the policies developed for this population, the strategies and techniques for managing the problem are analyzed through work of the people that guide the policies as well as staff that provide direct assistance in the territory. Using a qualitative methodological approach, social cartography with participant observation techniques and semi-guided interviews were carried out. The authors conclude that the definition of the subject that receives assistance is the result of a constant and unfinished process that involves a series of heterogeneous elements that more people need to know about.
