This paper explores an significance phenomenon, but little studied by the academy in Colombia: the rise of non-Governmental Organizations (NGOs) as subjects of international law. These clusters, which some authors had called "third sector", in the twentieth century managed to gain such prominence, that in present days it is necessary take into account them in both, the international legal system and international political analysis. For this reason, since an historical perspective, and based on the theory of interdependence,the author explain how NGOs were able to open spaces within the international legal circuit.
