This paper reflects on the crime. The actors are determined based on legitimacy, that is, intentionally or not the result of defend of property, life and honor. Methodologically assumes that the criminal act is rational while chasing a profit and is determined by an intuitive risk calculation, as well as the possibility of having a sufficient remuneration estimated as expected revenues. In this logic we can assume that there is an equality by the legitimate actor who decides to confront the offender assessing their risk also intuitively. This equation of balance between the legitimate and illegitimate state responds with policies which have two ends: one carried out by the specialist institution or by involving citizens. Some thoughts about a possible alternative for the mix of political gain in effectiveness and efficiency.
