Abstract

Decentralization meant, in theory, freedom to define local policies and land management. However, such autonomy faced the process of modernization of the economy, making the construction of industrial policy from the territory tended to follow national guidelines for increasing competitiveness and productivity, that is, it has been chosen tend to commercial standards, displacing any intention of promoting the expansion of production. This article presents an analysis of public policies on industrial development plans of Bogotá in the last 20 years. For this, you start with a discussion of the territorial development and industry issues that the development model has left out the public interest. An analysis of development plans perform and demonstrate that they have not been fully the idea of forging an industrial policy in the Capital District. Finally, a reflection on the importance of the reindustrialization of the territory to guarantee better living conditions for those who made it up.
