This article seeks to make a reflection on Public-Private Partnerships in Colombia (PPP), which are regulated by 1508 Law of 2012 and its implementing regulations. These associations have new elements on public procurement, which require new doctrinal and jurisprudential analysis on contractual liability given by the fundamental changes in the structuring of projects especially in the case of private initiative because the new role of the Government in terms of project finance as well as the transfer of risk comes along with a fundamental change in the public management.
