The Colombian State, as a guarantor, has its source in Article 2 of the National Constitution, in which the constituent set as required between safeguarding the rights of other individuals. This guarantor positon has been the subject of questions in recent times, by various sectors of the population. One of these sectors is the people who are suffering displaced. The displaced people feel indifference every day, lack of support, and the lack ofprotection to those minimum rights to be enjoyed by humans, as central and rationale of a rule of law. This article analyzes the effectiveness of the protection of the right that have the displaced people in Colombia to be educated education by the State in the Department of César with respect to the displaced
