This article is reflect on the right to higher education from the question why not use values, vocacionalidades and regional interests to strengthen the implementation and relevance of this right? Its application without reference to regional cultural particularities diminish the ethical and participatory force in this State Policy everyone wants to be. From this perspective, it is believed that the construction should make an effort to assess the basic principle represents the rule of law, to establish what the achievement of social justice and the role of the state in alliance with Education Institutions superior play in the realization of this purpose, as the highest aspiration of a civic education with a deep ethical and social commitment to be favored in university classrooms
