Resumen

The relevancy of small and medium enterprises SMEs for the country demands the generation of projects leading to their strengthening, for what it is necessary to evaluate and to improve their quality management. It was used the EFQM model, which consists of 9 criteria, 7 were evaluated with the managers, another between their workpeople (Results in People) and Results in Clients on a sample of them, in each one of 10 SMEs chosen. Every company received a detailed diagnosis about his quality management, a list concerning to improvement activities and, in the majority, some of them were executed. In the scale of 0-5, four companies were qualified over 4.0, and the three lower, about 3.0. Coherence between the manager’s actions and results in the organizations was not found, therefore, the creation of a quality center was proposed to the Municipality of Medellin, as public politics to face the global competition.
