Abstract

This paper discusses the implicit and epistemological theories in the different moments of the development of scientometrics. We identified three moments in the history of scientometrics, namely: Big science and normative phase, Functionalist Sociology and Scientology without scientists. Our thesis is that scientometrics ended up being used to leverage the practical empiricism necessary to generate the indicators overwhelmed by publishing empires and rankings that do not owe or discover anything significant about scientific production. In addition, we maintain that scientometrics forgot its legacy of philosophy and sociology. Scientometrics is in debt and more than a pragmatic justification must have a theoretical proposal and / or a conceptual foundation. Scientometric studies require a technical and conceptual formation and specialization, which allow explaining the development of science and its consequences.
