Abstract

NORZA-CESPEDES, Ervyn; PENALOSA-OTERO, María Jimena  and  RODRIGUEZ-ORTEGA, Jair David. Exegesis of the National Police criminal records and operational activity in Colombia, 2016. Rev. Crim. [online]. 2017, vol.59, n.3, pp.9-124. ISSN 1794-3108.

This article contains a description of crimes taking place in Colombia during the period between January 1 and December 31 of 2016, by comparing data pertaining to this year with that of 2015 and operational results of the National Police.

The main objective was to provide inputs for decision-making as informed by those responsible for the country’s security and coexistence policies. Use was made of data in order to delve into criminality tendencies and peace construction, spatial crime analysis, and the advancement in a dialogical model for complaint or petition. Among the main conclusions, the strengthening of citizen denunciation was identified from 86,296 to 118,985 records, and the improvement of the statistical information quality, the registration of which had increased (38%). Also included were the relevant presence of crimes against economic wealth concentrating the largest record (28.53%), and within these, the growth of scam (216%) and theft affecting people (45%), as well as the accretion of personal injuries (43%) and the reduction of homicide nationwide (2.38%). In a negotiation context including the cessation of hostilities and signing of a peace agreement, identifying the reduction of homicide cases by 24% (-3,821 cases), with respect to the average of the last 13 years (2003 to 2015) is viable.
