Abstract
NINO, César and GUERRERO SIERRA, Hugo Fernando. Foreign policy of criminals?: conceptual analogies for understanding the relationships between Chinese and Mexican criminality. Rev. Crim. [online]. 2024, vol.66, n.2, pp.93-107. Epub Sep 23, 2024. ISSN 1794-3108. https://doi.org/10.47741/17943108.607.
This research proposes an exploratory analysis of the dynamics involved in the complex cooperative relationships between transnational criminal organisations. For this purpose, the links between Chinese triads and Mexican cartels regarding activities such as counterfeit and wildlife smuggling, as well as the production and distribution chain of illicit drugs, are taken as a case study. Based on the analogy of foreign policy and state agency, it is suggested that relations between criminal groups are analogous to inter-state relations. This study seeks to promote disruptive reflections that are useful for understanding atypical associative phenomena such as those that characterise contemporary criminal circuits.
Keywords : China; Mexico; organised crime; criminal foreign policy; drug trafficking.
