Historically, Mexico's tourism policies have been oriented towards sun and beach tourism; however, in recent years projects have emerged focused on the development of areas with other qualities, in order to encourage recreational alternatives, generate new jobs and improve the quality of life of its population by diversifying the economy, revaluing the territory, preserving the environment and avoiding migration. One of these destinations is Temoaya, a municipality with an important natural and cultural heritage inherited from its Otomi tradition, whose tourism policies have not achieved the desired results. The purpose of this article was to unveil the main reasons, among which are deficient planning, lack of personnel knowledge and the individual interests of the actors involved. The theoretical-methodological support for this approach was the Public Policy Network Approach, which made it possible to identify how policies in favor of tourism were oriented between 2019 and 2023. It is concluded that prioritizing promotion, infrastructure growth, and the artisanal sector has limited the full use of the natural heritage and the attention to problems such as poverty through tourism.
