The periodization of the North American foreign policy facing the states that compose the Caribbean Basin, allows to create an image of the behavior and identities that have existed and still do in reference to the insertion, participation and inclusion of the United States in the policy-making of the Caribbean Basin. This form of policy making of the United States has had a changing character and has been highly influenced by the popular idea of stability and hemispheric control, which can be compared with the expansive period of the Roman Empire which took the sea as a starting point for the development of a great Empire.
