Abstract From a relational approach, this essay introduces a history of the present times that analyzes the relationship between social-labor policies and power in order to identify the social actors and the interest groups involved in making social policy. We argue that the labor system reforms in Costa Rica are a political arena wherein developmentalism and neoliberal theories clashed against each other. Furthermore, we study social actor networks and their languages of valuation appearing in the making of labor legislation in Costa Rica. We focus on the Código Procesal Laboral (Labor Procedural Code), approved in 2015, as a case study.
