Abstract

Colombia, addressed by the school massification, undertook a process of educative and social transformation in the second half of the 20th century which intensified at the end of the 70s. Ever since, in accordance to the interpretation given to the process, new policies, actions, regulations, plans, and challenges have emerged and proliferate, in order to reach economic and social development. To ensure that all social sectors had access to education as a whole, it was stated as a long term goal. Over the years, in general, universalization has been achieved in elementary and high school stages but it's still far from Media and superior education. The problem gets worse when it's evident that the distribution of the school budget hasn't significantly varied and therefore the benefits out of it.
