The article presents the research results of an exercise of comparative law in matters of human rights. Conceiving the comparative methodological tool as a key element for better understanding of the law that enfolds us, and which also makes it possible to construct external patterns of countries that face the same challenges to prevent and sanction the violation of human rights, the exercise proposes a historical comparison of the position of the Peruvian and Colombian governments before the Inter American Court in the stage of preliminary exceptions as regards the violations of human rights.
