The research article analyzes the Information and Communication Technologies (TIC) sector in Colombia during the period 2010-2018 as a non-domiciliary public service, starting with the implementation of Law 1341 of 2009 -The TIC Law or Law. of Convergence-. The theoretical foundation is the regulated public service and the methodology used is mixed by the sources of qualitative and quantitative information, which allows to outline the TIC policy programs and plans in Colombia 2010-20I8, to specify statistical data on the provision of TIC as a public service 2010-2018, and apply the network analysis program Ucinet 6.0, which allows visualizing and analyzing the network structure of the public TIC service 2010-2018. The main conclusion is that the public TIC service in Colombia responds to a macro sector that has the capacity to generate added value without or with regulatory policies, because the State is not the only relevant actor in the dynamics of the TIC sector In Colombia.
