Abstract

Traditionally the exterior and defense politics are conceived and studied as separate public politics and, generally, formulated based of different criteria and parameters. While recognized that they are two sui generis politics, as they are formulated within the States, their implementation is produced in the external scope and thus responds to the way that the policy makers conceive their role as international actors and the perception that they may have about the interactions with other States. The latter evidences that they have things in common. Thus, in its further analysis it is proved that the exterior politics and the defense policy are intertwined and respond to the interest of surviving and progress that the State has. Of course, there are differences; one uses the diplomacy resource and generally is based in the relations of peacetime, and the other resorts to the military methods and is oriented at both peace and war times.
