This article is part of the research on public policy of household utilities in Bogotá city from 2004 to 2011. The interest of the research group focused on the analysis of the middle class that has come to identify itself as a basis for economic growth in the country and the region. The paper offers an insight into the social mobility and the consolidation of the middle class from two study variables: stratification and cost sharing bills in total revenue.
