Abstract

ROJAS GUEVARA, Pedro Javier. Damascus Doctrine: Articulating Axis of the Second Major Reform of the Colombian National Army. Rev. Cient. Gen. José María Córdova [online]. 2017, vol.15, n.19, pp.95-119. ISSN 1900-6586.  https://doi.org/10.21830/19006586.78.

The Colombian Army is guided in a permanent way to overcome the challenges it faces today and envisaging those of the future. This reality demands that, in the context of its strategic management systems, it continually considers processes of modernization and adaptation that allow it to develop capacities to provide timely, effective and sustainable answers to the strategic requirements that come up from the study of the combat field, as well as national, regional and global environments. Consistent with the mentioned before, the Army must make an adjustment to the doctrinal system by attuning itself to local, regional, and global realities. With the Damascus doctrine, the historical gap will be closed that the Colombian National Army was in the consolidation process, in the sense of thinking of a doctrine focused on designing a real deterrent capacity, in the face of potential internal and external threats, anthropic and non-anthropic. The doctrine -as a component of capacity- conditions the organization, material and equipment, personnel, infrastructure, leadership, education and maintenance, so the doctrine Damascus is constituted as the axis articulator of the institutional transformation plan.

Keywords : Colombian military doctrine; Colombian Army Damascus doctrine; second major military reform in Colombia; first military reform in Colombia; National Army of Colombia.
