This article describes the intelligence actions carried out between December 17, 1996, and April 22, 1997, leading to the rescue of the persons kidnapped by the Tupac Amaru Revolutionary Movement (MRTA) at the residence of the Japanese Ambassador to Peru. The objective of this research was to identify whether the government maintained its role as decision-maker, social manager, and creator of public value (with the forces of law and order as the executors of the political decision), and to what extent the intelligence community's inquiries contributed to the success of the rescue operation. Thus, opening the discussion on the issue of implementing public policies to resolve the crisis generated by hostage-taking by subversive groups.
