The armed conflict in Colombia has created environments of insecurity and marginalization in different regions. This research analyzes the perception of security in the southern sub-region of Cesar, primarily through the professional soldiers' who execute the Army's strategic planning. To this end, it conducted a survey and semi-structured interviews with soldiers and officers, mainly from the regional Training and Instruction Battalion. The data was collected by applying the perceptions of fear of crime model and analyzed using statistical software. There were positive results among the findings concerning a decline in the perception of fear and an increase in the trust between soldiers and the community. This study proposes a bottom-up approach to strategic planning, which is innovative in military organizations.
