Abstract

This article analyzes the parameters and principles for using legitimate state force in urban scenarios in Colombia in the face of the current hybrid threat. First, qualitative research with an empirical approach is used to illustrate the nature of Colombia’s hybrid threat and examine the doctrinal basis for the use of force by security forces in the Colombian conflict, then analyze the principles of international humanitarian law for hostilities in urban scenarios, observing criminal ecosystems. Finally, the principles of necessity and proportionality, among others, in other violent situations are developed, concluding that key principles exist; however, they are insufficient to guide the use of force in urban scenarios in Colombia.
