Abstract

MONTERO MONCADA, Luís Alexander; GONZALEZ MARTINEZ, Miguel Antonio  and  JIMENEZ-ALMEIRA, Gabriel Andrés. Colombia’s strategic capabilities to face extra-regional and transnational threats. Rev. Cient. Gen. José María Córdova [online]. 2022, vol.20, n.40, pp.798-814.  Epub Oct 01, 2022. ISSN 1900-6586.  https://doi.org/10.21830/19006586.943.

This article evaluates Colombia’s strengths and weaknesses in facing current extra-regional and transnational threats based on a theoretical conception of the State powers constitutive variables. To this end, extra-regional and transnational threats are analyzed in the present and future scenarios. These show diffuse threats, with agile, convergent agents leveraging on tools of the globalized world to broaden their spectrum of action. Then, the general equation of State power is addressed from a smart power approach to establish the current balance of the Colombian State in the face of the challenges derived from these threats. Finally, weaknesses are identified in the geopolitical power, the military capacity to face hybrid warfare, and the lag of professionalism in its diplomatic capabilities.

Keywords : defense; general power equation; human security; hybrid warfare; threats.
