The environmental conflict around the communitarian aqueducts of Dosquebradas comprises of the political process related to the access and the management of the hydric resource. It is a public subject in which the different implied social actors present/display inequalities as far as the power which they hold, to their political combat abilities and the interests that they have. The management of the service of aqueduct in Dosquebradas, that occurs within the framework of the local policy, is not an isolated situation but that has important connections with the levels regional, national and world-wide, since it forms part of a more general mercantile process and privatization of the water and the services public that occurs in all Colombia, Latin America and the world in general. The imposition on the part of the national Government of the model of management deprived for the benefit of the service of aqueduct limits the possibilities to take care of with potable water the poor population. In this sense, in one mercantile context of service, models alternative for benefit of service, as it is the case of the collective management of the water, which they allow the access to the potable water on the part of the most underprivileged sectors, are perceived like a competition and impediment for the intention to exclusively extend the cover with aims of economic yield.
