An analysis of livestock production systems in the Department of Quindío through the characterization and classification techniques, having the following as main components: economic, social and environmental. From the characterization of production systems, weaknesses and threats to the livestock in the Department were identified and alternatives for livestock development were designed. The analysis of production systems was supplemented with information from studies such as: Colombia Vision II Centenary 2019, the National Development Plan 2006 to 2010, the Livestock Strategic Plan 2019 and the Quindío Development Plan 2006 to 2010, in such a way that it articulates the farmers problems with governmental,, trade associations and Departmental policies. From the systems analysis and coordination with development plans five economic problems, three social problems and four environmental problems of first importance for the livestock of Quindío were found. Each problem was assigned an objective for its solution and objectives were grouped into strategies. From the strategies found, three programs were created: "A competitive livestock for Quindío", "A fair livestock for Quindío" and "A sustainable and environment friendly livestock". From the three programs set and their own strategies a total of twelve projects were generated that must be undertaken in order to develop livestock in the Department of Quindío.
