A brief approach to the issue of limiting rights or the principle of proportionality was also developed to clarify these issues. Furthermore, the study is complemented by diverse clarifications about exceptional situations and the suspension of rights. The aim is to achieve balanced solutions that are effective and maintain the quality of the democratic system.
