Transformations in the strategic context that are characterized by the emergence of non-traditional threats, interdependence and uncertainty have led to a change in defense planning models. Several countries, mainly those that belong to the North Atlantic Treaty Organization (NATO), have moved from the traditional model of thread-based planning towards the new model of capability-based planning. Only a few countries of Latin America have initiated this movement; it addresses transformations in the strategic context, and also implies a number of requirements and challenges for its commissioning.
Considering the different realities faced by Latin American countries, are they ready to face the challenges of capability-based planning? After the Chile experience, a process has begun to move towards capability-based planning; it is argued that its implementation requires organizational and budgetary conditions for effective operationalization, as well as greater coordination among the various State agencies. Moreover, it requires a system of budgetary allocation coordinated and in line with the objectives and strategies set in planning, so that the efficient use of allocated resources is guaranteed.
