Abstract
ZELICOVICH, Julieta. Towards a New Reform of the World Trade Organization: Analysis of its Positioning in the Recent International Agenda (2017-2019). rev.relac.int.estrateg.segur. [online]. 2020, vol.15, n.1, pp.43-60. Epub Aug 21, 2020. ISSN 1909-3063. https://doi.org/10.18359/ries.4014.
The policy that Trump's administration introduced on the World Trade Organization (WTO) aggravated tensions that had already affected the multilateral trading regime. The eventual WTO reform began as a criticism of the system's operation, then gradually moved up in the international agenda until becoming one of the most important topics of contemporary international economic relations. This paper describes the agenda-setting process of the "WTO reform" and discusses convergences and divergences in the contents of the proposed reform that member states of this organization have put forward at the recent juncture (December 2017-February 2019). A qualitative method, based on desk research and focused on the "process tracking" technique, is adopted. Conclusions refer to the identification of distinctive and unique features of the current reform process -vis-a-vis its background- and to the analysis of perspectives for the multilateral trade regime.
